Naval Medical Center San Diego Construction Management & Engineering Support

Davenergy provides full-time Owners Rep healthcare construction management and engineering consulting, as well as Utility Outage coordination, Energy Management System monitoring and Inventory Management for all facilities maintained by Naval Medical Center San Diego (NMCSD) totaling over 2.2 million square feet of healthcare, administrative and clinical spaces. Scope includes the development of Owner’s Project Requirements, project specification and design reviews, constructability reviews, construction inspections, weekly progress reporting, schedule of values/change order review, cost estimating, quality assurance, issues tracking, commissioning & functional testing oversight punch list generation and project closeout.

Naval Medical Center San Diego Post Construction Award Support

Davenergy provided a full-time Construction Scheduler who developed and maintained an effective construction scheduling program that coordinated phasing and construction sequencing with the Naval Medical Center facilities staff, medical staff and various contractors working in the hospital to optimally program and deconflict several dozen ongoing construction projects. Davenergy’s scope of work consisted of contractor schedule reviews, oversite, cost analysis and the development of a Master Critical Path Schedule which was updated on a weekly basis and briefed to the Executive Steering Committee. Davenergy also performed evaluations of escalation rates on labor, material and equipment and determined associated schedule risks. The analysis consisted of reviewing the associated work and determining national market factors that cause price fluctuations and quantifying the impact the fluctuations had on the overall cost of the projects. Primavera was used in the schedule analysis.

Naval Medical Center HVAC Upgrade Phase 1

Davenergy provided healthcare construction management services for the upgrade of 12 air handling systems at the 1.0 million square foot main hospital at the Naval Medical Center San Diego (NMCSD). The existing hospital HVAC system, originally constructed in 1987, had deteriorated and was not meeting current requirements. Services included design consulting, constructability reviews and construction management for infection control, temporary air, construction phasing, sequencing and commissioning oversight, for the alteration of HVAC and associated control systems. Davenergy developed a Phasing Plan Method of Procedures which included a detailed assessment of the facility for work flow and infection/dust control boundaries, as well as interviews with occupants to determine best dates and times to perform work for each affected area, significantly reducing impact to operations.  Davenergy also provided the construction contractor HVAC commissioning, temporary air design and construction management support for the first three years of the project to meet facility requirements, Unified Facilities Criteria (UFC) and America Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) standards.
