Building 35 Expansion Commissioning Services, VAMC, Providence, RI

The Department of Veterans Affairs is in the processes of constructing new HVAC and electric systems to support the expansion of Building 35, which involves renovation of the second, first, and basement levels of the building to include expansions and new building envelope features. The expansion will require new interconnections to the campus steam and chilled water systems, new HVAC air distribution equipment, new communications systems, new nurse call equipment, new fire alarm monitoring and projection, and new building envelope systems. As the third party commissioning agent, Davenergy assists in the development of pre-functional and functional testing procedures for the project. Scope includes construction phase commissioning processes and procedures ensuring compliance, coordinating between General Contractor and Subcontractors on the site to perform system documentation, conducting and overseeing field conditions and manufacturer’s equipment installation, conducting test data procedures, providing testing and balancing services and oversight, detailed scheduling for all commissioning tasks, and performing testing and training.
Commissioning Outpatient Mental Health Clinic Wing 3B, VAMC, Providence, RI

The Department of Veterans Affairs is in the process of constructing new HVAC systems to support Building 1, Floor 3, and Wing B of the Outpatient Mental Health Clinic. The new HVAC system will allow the VA to continue to serve veterans through conformance with the VA Design Guidelines to maintain required air changes and environmental conditions. As the third party commissioning agent, Davenergy assists in the development of pre-functional and functional testing procedures for the project. Scope includes construction phase commissioning processes and procedures ensuring compliance, coordinating between General Contractor and Subcontractors on the site to perform system documentation, conducting and overseeing field conditions and manufacturer’s equipment installation, conducting test data procedures, providing testing and balancing services and oversight, detailed scheduling for all commissioning tasks, and performing testing and training.
Repair BEQ 1466 & 1467, Commissioning Services of MCAGCC Twenty-Nine Palms

Davenergy provided commissioning services at Buildings 1466 & 1467. Services included repairs and construction upgrades to mechanical, electrical and plumbing systems as well as interior and exterior finishes. Commissioned were all electrical lighting and controls, HVAC and related distribution systems, EMCS – Energy Management Control System and all hot water heater and distribution systems. Scope design phase meetings, design reviews, preparation of Commissioning Plan, Construction Phase interim and Acceptance Inspections, observation of testing, balancing, Commissioning Reports and meetings, preparation of final systems manual’s and owner training.
Combined Heat and Power (CHP) and Solar PV Commissioning, Veterans Affairs Nationwide (Northeast, Southeast, West, & Pacific)

This contract has had over thirty (30) task orders. Davenergy performed twenty (20) task orders for Commissioning, four (4) for Ground Source Heat Pumps (GSHP), two (2) for Combined Heat and Power Systems and one (1) for Retro-Commissioning. Projects are various geographical locations across the country and were serviced concurrently. Scope included commissioning of carport, roof mounted and ground mounted systems ranging from 116 kW to 5 MW, Ground Source Heat Pumps and Combined Heat and Power Systems, to include, but not limited to, review of Owner’s requirements, specification, submittals, feasibility studies and design reviews at 30%, 60% and 100%, or as per the Design-Build contractor design schedule. Davenergy was responsible for ensuring final design provides Best Value for the VA. Also included is interim site inspections for quality, ensuring installation is per design, on-site physical and operational inspection conducting, ensuring full functional performance, managed the logistics, contract and client management, commissioning and technical reporting for the project. Davenergy also provided monthly update reports as well as attended weekly and/or bi-weekly meetings with the applicable project location VA and contractor personnel.
Commissioning Services, Ground Source Heat Pump DB System, VA Northern California HCS, Mather, CA

Project consisted of commissioning a 30-ton Ground Source Heat Pump (GSHP) system at the hospital. Scope included review of Owner’s requirements, specifications, submittals, feasibility studies and design reviews at 30%, 60% and 100% ensuring Best Value for the VA while meeting the Owner’s design requirements, industry best standards, safety requirements and providing the highest level of quality construction. The project included interim site inspections ensuring quality installation was per design. Davenergy also performed on-site physical and operational inspections and functional performance tests ensuring optimal performance of the system. Davenergy served as the third party commissioning agent.
Commissioning Services, Combine Heat and Power System, Building 16, VAMC Murfreesboro, Tennessee Valley HCS

Davenergy provided commissioning of the Natural Gas 1600kW Generator an Exhaust Waste Heat Recovery Steam Boiler, a Rooftop HVAC, Cabinet Unit Heaters, Ventilation and Exhaust Fans, Boiler Feed Water Pumps, Condensate Water Pumps and Controls. Scope of work included the review of Owner’s requirements, specification, submittals, feasibility studies and design reviews as per the Design-Build contractor design schedule, to ensure Best Value for the VA while meeting the Owner’s design requirements, industry best standards, safety requirements and providing the highest level of quality construction. The project included interim site inspections ensuring quality installation was per design. Davenergy also performed on-site physical and operational inspections ensuring full functional performance.
Seismic Rehabilitation, Commissioning, Naval Medical Center San Diego

Davenergy provides commissioning services which included Heating Ventilation and Air Conditioning (HVAC), plumbing, electrical, fire protection and other trades concerned with general construction. Project involved seismic rehabilitation, utilizing performance-based earthquake engineering analysis techniques along with innovative seismic damper technology, to improve the seismic performance and reliability of the existing structural system, of the Main Hospital, Outpatient Clinics and the Central Plant. Services include support in the development, design, construction, and operation of the Seismic Rehabilitation project. Services included development, design, construction, and operation which included project documentation and design reviews, construction inspections, operational/functional testing oversight, technical analysis, and reporting. Davenergy was involved in project during all phases: Pre-Bid, Design, Construction, Closeout and Warranty.
HVAC Upgrade, Commissioning, Naval Medical Center San Diego

Davenergy provided commissioning support services on the main hospital’s HVAC system. Upgrades included Heating Ventilation and Air Conditioning (HVAC) and related energy-using systems and associated control systems of the five-story hospital. The project includes temporary HVAC systems to maintain general hospital occupancy during the repair and cleaning work and coordinate mechanical, plumbing, electrical, and fire protection system outages and site investigation work. Air handling system references include all air handling equipment and supply, return and exhaust HVAC components as well as related controls, electrical, plumbing, fire protection, and utility support systems. Services included development, design, construction, and operation which included project documentation and design reviews, construction inspections, operational/functional testing oversight, technical analysis, and reporting. Davenergy was involved in project during all phases: Pre-Bid, Design, Construction, Closeout and Warranty.
