Marine Corps Logistics Base Barstow


Project Overview

DAV Energy Solutions teamed in conducting enhanced ASHRAE Level 2 Energy Audits and similarly scoped Water Audits for Marine Corps Logistics Base Barstow from October 2010 to May 2011. Thirty-nine buildings were audited, consisting of township type facilities (administrative offices, convenience stores, a bowling alley, fire station, etc.) as well as production and maintenance facilities (paint shops, welding shop, electronics repair shop, railroad maintenance, warehouses, etc.), totaling over 1.3 million square feet.

The overall goal, in addition to meeting the installation’s aggressive energy and water savings goals, was to shorten the time from project inception to project execution, by combining many of the steps in the audit process. The scope of work included detailed RSMeans cost estimates that could be used as the basis for negotiations with contractors, detailed scope of work descriptions that could be cut and paste into Request for Proposals and DD1391 document preparation to be used for funding requests from higher headquarters.


Examples of Conservation Measures found included manufacturing equipment upgrades, building envelope reapirs, lighting retrofits, lighting controls, occupancy sensors, Energy Management System upgrades, programmable thermostat installation, variable pump frequency drives, Variable Air Volume upgrades, refrigeration fan controls, low flow fixture installations and vending machine energy reduction strategies.

When implemented, the ECM’s will reduce energy cost 30% per year with a simple payback of 19 years. The corresponding energy savings of 21% will greatly assist the installation in meeting its base wide goal of net zero.
